Abstract
Spanish nursing, and consequently the nursing in Lugo, will undergo the most substantial transformation in its history with the ascension of Don Claudio Moyano y Samaniego to the position of Minister of Development in the fifth government of General Narváez. Former mayor of Valladolid, he was the former rector of that university and later the rector of the Central University. Professor Moyano implemented, during his brief tenure as Minister of Development, the most significant educational reform of the 19th century, the Public Instruction Law of September 9, 1857, popularly known as the Moyano Law, which would remain in force for nearly thirty years, although many of its principles extended beyond the first half of the 20th century.
